What Salina's permit list names, and what it leaves out
The Town of Salina's published list of work requiring a permit includes additions or new heating systems, solid fuel heating devices and gas inserts, along with additions to electrical and plumbing systems. What it does not use is the word replacement, and that is the whole question on a like for like swap. The reason it is a live question at all is 19 NYCRR 1203.3, which lets each authority exempt a replacement that does not alter the equipment's listing or depart from its original specifications, but only where the municipality has expressly written that exemption into its own program. Note how narrow the exemption is even where it exists: changing an older atmospheric furnace for a high efficiency condensing one alters the listing, so it falls outside. Permits are obtained in person at the Department of Planning and Development during business hours, and a phone call there before the work is the cheapest hour anybody spends on this. The housing explains why heating work comes up so often here. Three quarters of Salina heats with utility gas and 77 percent of its 16,016 units were built before 1980, so there are enough combustion appliances for safety questions to be routine and enough age for the venting to be the oldest part of the system. The season is long as well: the seven months from October to April carry 92.7 percent of the annual heating load, so a fault deferred in October has six months left to run.

19 NYCRR 1203.3(a)(1) requires every authority having jurisdiction to include in its code enforcement program provisions requiring building permits for work that must conform to the Uniform Code or the Energy Code. It then allows, where expressly set forth in the local program, exemption of listed categories of work. Three of those categories touch heating and cooling work: item (vi), installation of listed portable electrical, plumbing, heating, ventilation or cooling equipment or appliances; item (vii), replacement of any equipment provided the replacement does not alter the equipment's listing or render it inconsistent with the equipment's original specifications; and item (viii), repairs, provided the work does not affect any part of the structural system, the required means of egress, or the fire protection system. The regulation adds that an exemption from the requirement to obtain a building permit is not an authorization for work to be performed in violation of the Codes.

The American Community Survey 2020-2024 five-year estimates put the median year structure built in the town of Salina at 1960, plus or minus 2 years.
