Onondaga County Department of Social Services administers HEAP locally and states that the program has four components: Regular HEAP, Emergency HEAP, the Heating Equipment Repair and Replacement Benefit, and Cooling. It states that if you are a homeowner and eligible, the HERR benefit can help you repair or replace your furnace, boiler and other direct heating equipment necessary to keep your home's primary heating source working, that you must own and reside in your home, and that you must be 60 years of age or older at the time of application. Regular HEAP can be applied for online or in person at 421 Montgomery Street, 2nd floor, Syracuse, NY 13202, open Monday to Friday 8am to 4pm, but the county states that the Emergency, HERR and Cooling components must be applied for by telephone or in person. It gives a telephone number of (315) 435-2700 and states that the HEAP year generally begins in November and closes when funding is exhausted, which can be as early as mid March.

New York adds its own provision at G2431.2 of the Residential Code of New York State. It states that all fuel gas space heating appliances installed or used in a building occupied as a residence shall be equipped with an automatic flame safeguard device that shall shut off the fuel supply to the main burner or group of burners when the flame or pilot light is extinguished.
