Liverpool names the furnace and the boiler on its permit list
The Village of Liverpool states that a building permit is required for any work that must conform to the Uniform Code, the Energy Code and the village zoning ordinance, and its published list names gas lines and appliances, and any new or replacement furnace, central air conditioning, boiler or gas fireplace. It publishes an HVAC permit application, a mechanical permit application and a heating appliance and chimney application as separate forms, and says plainly that nobody may start work needing a permit before the code official has issued one. That matters because the state leaves it optional: 19 NYCRR 1203.3 lets a municipality exempt a like for like equipment replacement from the permit requirement if it writes the exemption into its own program, and Liverpool has instead named the equipment. So the question a homeowner two miles away in the town of Clay cannot answer from a website is answered here before it is asked. On the houses themselves: half of this village was built before 1940 and 70.3 percent of it burns gas, which is the pairing that makes a vent and chimney check worth doing rather than assuming. And the equipment works hard for it. The Syracuse heating degree day normal is 6,651 a year against a cooling normal of 570, close to twelve to one, so a fifteen year old furnace here has done far more work than the same furnace in most of the country.

The Village of Liverpool states that it uses the most recent edition of the New York State Uniform Code and that a building permit is required for any work which must conform to the Uniform Code, the Energy Code and the Village Zoning Ordinance. 19 NYCRR 1203.3(a)(1) requires every authority having jurisdiction to include in its code enforcement program provisions requiring building permits for work that must conform to the Uniform Code or the Energy Code. It then allows, where expressly set forth in the local program, exemption of listed categories of work. Three of those categories touch heating and cooling work: item (vi), installation of listed portable electrical, plumbing, heating, ventilation or cooling equipment or appliances; item (vii), replacement of any equipment provided the replacement does not alter the equipment's listing or render it inconsistent with the equipment's original specifications; and item (viii), repairs, provided the work does not affect any part of the structural system, the required means of egress, or the fire protection system. The regulation adds that an exemption from the requirement to obtain a building permit is not an authorization for work to be performed in violation of the Codes.
