It states that no person shall commence any work for which a building permit is required without first having obtained one from the Code Official.

The Agency states that the final rule classified condensing units as one of five specified components at 40 CFR 84.52 to make clear that they were not subject to the restrictions on manufacture, import, sale, distribution, or export and thus allow for the continued servicing and maintenance of existing equipment. EPA adds that such equipment can continue to be sold and used to service existing refrigeration equipment.
